The Government of Canada implemented new rule changes benefiting the faster processing of an application for Permanent Residence in Canada. An internal survey of the Canadian Government has observed that newly arrived Permanent Residents who have siblings in Canada and/or having higher skills in French language tend to settle more quickly in Canada & help in developing it economy. Keeping this factor in mind the new rules have been implemented.
Effective from June 6, 2017 the Government will be awarding additional points for applicants with siblings in Canada. Having family members helps the migrants in quickly settling in a new country. It also helps in reducing the extra financial burden, if any, on the Government if in case the newly landed Permanent Residents are having problems in settling. Any applicants having either brother or sister, as a Permanent Resident or Citizen of Canada, can claim additional 15 points in the Comprehensive Ranking System (CRS) of the Express Entry.
Another major benefit is for applicants having strong language skills in French and/or English. French being the second official language of Canada, it is beneficial for early integration in the Canadian culture & job market. Applicants with proficiency only in the French language and a score of 7 in the Niveaux de Compétence Linguistique Canadiens test, will be able to claim 15 points. Applicants with French language score of 7 & IELTS score of Canadian Level Benchmark (CLB) 5 will be able to claim 30 points in the CRS.
Also, the mandatory requirements for the Job Bank registration for intending Permanent Residents are removed as the Employers in Canada have been given direct access to the profiles of the candidates in the Express Entry Pool. The IRCC expects that the recent changes will allow applicants with high core CRS scores to immigrate to Canada as opposed to the scenario seen earlier and increase the number of invitations being released with a significant drop in the points. As a result candidates without a job offer will be profitable.
Another important aspect to look forward to in the Express Entry Program is the PNP – which aims to release 51,000 ITAs in 2017. In 2016, 57% of applicants who received Invitation to Apply through PNPs were candidates will less than 450 CRS score.

Canada Express Entry system has been pursued by all prospective skilled migrants to immigrate to Canada however the fluctuating point scores, the travesties of LMIA, the uncertainty of PNP has been a reason for concern. The Immigration, Refugee and Citizenship Canada (IRCC) announced a revamp in the selection of profiles and issuing ITAs based on the Comprehensive Ranking System for immigration to Canada. The significant changes are,
Job Offers: As opposed to 600 points being awarded earlier for a Job Offer have been reduced to 200 points in case of Senior Managerial Level Positions and 50 points for any other qualifying job offers
Points for Canadian Education: Students who have pursued a program or degree in Canada and have stayed there for 8 months can claim either 15 or 30 points based education
Validity of ITA: The validity of the Invitation to Apply (ITA) has been increased from 60 to 90 days giving applicants additional time
Provincial Nominee Programs: There is 7% increase in the targets of ITAs to be released through PNP – this time they target 51,000 new immigrants
Invitations to Apply (ITAs): What it was?
In 2015 -2016 we have seen a gradual increase in the number of invitations being released with latest being 2080 invitations. The year also saw a decrease in the Comprehensive Ranking System (CRS) scores, the official data as per IRCC,
Total 31,063 Invitations to Apply released
Out of which 14,610 were released for applicants who were able to secure a Labour Market Impact Assessment (LMIA) work permit
3,960 invitations were released based on securing an invite from Provincial Nominee Programs
12,493 invitations were released for applicants without PNP or LMIA

- Diploma with ICT minor – the applicant needs to provide proof of 6 years of relevant experience completed anytime along with Recognition of Prior Learning (RPL)
